question about computer?

ok so im looking to get a pc that is cheap and has a graphics card that can handle almost anything UT3,CSS,guildwars,Gmod, the one i found is on ibuypower.com and it is the weekly speacial B. even though its been there for like a year. Will this PC be able to handle anything? 1. nice unit should only set you back 300 or less depending on quality of parts what os is running?
2. Yes, it will play anything you can throw at it right now, although personally I'd be wanting the latest 8800 GTX graphics card and AMD Phenom quad core CPU rather than a duo, those are outdated so systems that are including them are just getting rid of old stuff.
