Where can I find a person who takes requests of making 3D models from pictures?

I wanted to know if there is anyone who would make a 3D model of a person from a picture? I would prefer it be free, but if there aren't any free than I would want to know where I can find somebody who will only do it for a price.

1. There are a lot of 3d artists on the internet. Although they are not all connected by a single hub or organization, look for websites that have art made using the type of 3D imaging you're thinking of, or visit a forum where these artists communicate. If you're lucky, you will find an artist there who would be willing to do this for you.
