What's the most popular and powerful CAD-like software for interior decoration that is free or not expensive?

I'm looking for CAD (computer-assisted design) software to do 2D and 3D design, drafting and modeling for interior design/decoration. The software should be free or not very expensive for non-professionals. It should be able to create 2D floor plans and object sections and outlines as well as 3D models or objects, rooms and houses, with colors, textures, and lighting effects.
