Is there a 3D modeling program in existence that is similar to the character design in video games?

In most video games when you have to design your own characters and choose from what they're wearing to body weight, etc... I was wondring if there is such a modeling program to model pretty much anything (from ships to lions to houses). Such that it starts with a basic model for what you want to design and has several sliders and such to create an advanced model? And if there isn't a program or anything similar to this, why isn't there?

1. There are programs like that used on different website for different companies displaying different products. There isn't one just for everything. It would take a lot of time, even for a team of people, and a lot of computer power to run, more than any home computer has. But if you'd like to give it a shot, purchase AutoCAD and get started.
2. Try Blender 3d. Its free.
3. There is a program called MakeHuman that will allow you to model realistic humans in this manner, but the models are naked and hairless so you still need to model hair and clothes in a different software.
