How can I make a real 3d plastic model of a 2d photo?

I want to create 3d person keychains with 2d photos, obviously with various photos of every angle.

1. try the tutorial. basically it tells you to use a wire frame and then stick the sculpting material onto it (so that it will hold and not break when it dry), for you you do the same only after you have stick the material onto your wire frame you need too scalp it according to your pictures and make it look like the person.
