Help me with a 3D animation movie title that's coming soon.?

I saw a preview of it it theaters, its about a villain who's trying to be the #1 villain, but he's the 2nd in line from the top villain. Does some funny/ridiculous stunts, but fails. I need the name of the movie, thanks.
