what type of program do the military/swat use to make 3d models of buildings and terrain?

i was just wondering which program they use to make 3D buildings and terrain. I see it in the movies, how the swat plan out their assualt and then they have animated figures rappelling down the side of the model, and specific parts on the building such as the skylight and window are highlighted in another colour. It looks mad as and i wanna have a try at it cause photoshop got boring.

1. well the stuff u see in movies and TV shows are all fake, they hire some people(graphic designers) to make those cool shapes and just play it as a recording during the movie/show. in reality the programs the military uses to gain almost same functionality, are huge application running on very power servers that cannot be used by civilians, means special custom builds for military and they probably way more advance and useful than the stuff u see in movies/TV shows. now if u are board with photoshop, even though i highly doubt u have mastered the true power of it, go an use 3d applications such as 3d Studio Max. it is a very powerful program with everything u need to make very real animation and object(its hard). it has all the stuff u see in movies and there are many sources online for it as well.
