What CAD software is best for small part machining?

I have some small simple parts I need made by a machine shop. Two are just flat pieces that would be cut out of 8mm steel plate and two would be lathed from 30mm steel rod. One machine shop I talked to asked for the CAD file for the pieces and also requested them in IGES format. What is the simplest software solution to design these parts so I can provide the CAD design files.
