How can I convert a portrait to a 3D human like in final fantasy?

I want to convert a portrait to a 3D human, or maybe draw a new one. Which programs can help me to do that? Thanks in advance.

1. There are a TON of 3D programs - a few free ones...but they take a lot of time to learn....
